The recognition of the importance of the informal sector: Evidence from Vietnam. Xavier Oudin

There is a broad consensus that Vietnam has made some impressive achievements in recent decades, both in human development and economic performance. Yet, as highlighted in the Human Development Report 2015 (UNDP and VASS, 2016), progress has slowed sharply in the last decade, especially compared to countries with similar levels of development. In particular, Vietnam has recently become less effective at translating economic gains into human development. Vietnam therefore faces new social and economic policy challenges to achieve more inclusive growth. Inclusive growth refers to rapid economic growth and a fair distribution of its benefits to provide opportunities for all and leave no one behind.
